- Develop and assess the mission, vision, strategic, and operational plans of the HHS Core Capability group at ARLIS, including the development of a strategic staffing plan, hiring goals, and vision for ARLIS’s unique and essential technical approaches to intelligence and security challenges.
- In support of and in coordination with Mission Area leads develop ideas, concepts, and white papers for new projects, cultivate relationships with key government research sponsors, and promote “role-appropriate” business development activities among HSS personnel.
- Actively contribute to ARLIS’s and UMD’s comprehensive research strategy as a representative of an ARLIS core capability group.
- Supervise and mentor entry, growing, and career-level researchers
- Conceive of, develop, lead and/or contribute to sponsored research projects.
- Manage group administrative activities including hiring, overseeing and conducting performance appraisals, and ensuring project talent resources are met.
- Provide support, encouragement, and ongoing reinforcement of continuous learning and improvement and idea exchanges to build strong operations and technical excellence within the core capability group.
- Create a focused working environment for professional track faculty through a controlled inflow and balance of project work.
- Maintain strategic partnerships with researchers, staff, ARLIS leadership, sponsors, and faculty across campus.

- Ph.D. in a field with relevance to ARLIS core competencies in psychology, cognitive science, neuroscience, computer science, organizational science, political science, anthropology or linguistics or other social sciences, or an advanced degree with experience commensurate with the leadership requirements of an academic department or that of a government or industrial research laboratory.
Experience:
- 5+ years of experience managing complex research programs.
- 5+ years of supervisory team experience.
- Experience overseeing the hiring of social science and technology professionals.
- Experience building and sustaining partnerships.
- Experience managing a labor budget and working with project managers, Finance and Talent Acquisition to ensure staffing plans are met as it relates to talent needs within the core capability area.
- Career track record of professional accomplishments in areas of expertise relevant to the core competencies, including publications, society leadership, professional acknowledgments, etc.
Knowledge, Skills and Abilities:
- A demonstrated commitment to high standards, a considerable breadth of interest and receptivity to new ideas, a strong sense of fairness, good judgment, and a high degree of personal integrity.
This position requires the ability to acquire a DoD top-secret clearance
Preferences:
- Demonstrated ability to generate and articulate scientific and technical priorities across a breadth of disciplines
- Demonstrated understanding of government research processes and project life cycle requirements for programs in the Department of Defense and Intelligence Community
- Demonstrated ability to lead cross-functional teams consisting of programmatic personnel engaged in research and development
- Demonstrated history of providing insight, advice, and scientific/technical guidance on programmatic and engineering strategies and project execution requirements for Defense and Intelligence community customers.
- Active Top Secret Clearance

Salary range $175,000 -$252,289.
